Bac Lieu health officials ‘benefits’ from bird flu

Avian influenza attacked Bac Lieu two times in 2004, causing losses of more than VND40 billion. Bac Lieu was considered the province that performed anti-bird flu tasks best in the Mekong Delta. However, some health officials took advantage of the outbreak to embezzle money through the purchase of equipment to counter bird flu.

In early February 2004, the Bac Lieu provincial Department of Health signed contracts to buy 5,100 comforters at a cost of VND15,872/unit. But on the invoice, they listed the price at VND50,000/unit – a profit for certain individuals of VND180 million at the expense of the local budget.

At the same time, the department signed a contract with a medical equipment shop in HCM City to buy 6,000 specialised protective uniforms at VND68,000/set. However, investigation shows that those outfits were bought from some establishments in Bac Lieu at a price of VND30,8000/set only. The amount of money falling into the pockets of some individuals in this case was VND223.2 million.
In August 2004, this agency signed a contract with another company to buy 1,000 specialised comforters at VND40,000/unit, while this kind of comforter was sold in the market for just VND4,000/unit. Through this contract, some officials at the Bac Lieu Department of Health embezzled VND35 million.

PM Dung tours Bac Lieu, Soc Trang provinces

He made the suggestion at working sessions on July 27 with leaders of the two localities, which are part of his Mekong delta tour that aimed to enquire into socio-economic performance in the area the first half of the year and its plans to fulfill the tasks of the second half.

The PM asked Soc Trang provincial authorities to ensure that local people, especially the poor and Khmer people, who account for 30 percent of the province’s population, benefit from social welfare policy.

He said as poor households still make up 18 percent of the province’s population, the provincial authorities should mobilise different sources to make life better for those poor people and closely supervise the implementation of policies in support of the poor and ethnic minority people.

The PM asked Soc Trang authorities to focus on removing difficulties in raw materials, labour and loans for businesses, especially for those involved in seafood processing, to raise production in the second half of the year, while increasing agricultural promotion activities, the application of new scientific advances and new varieties of plants and animals, and the safe use of fertilisers to maximise farming productivity.

He also requested close inspection of the disbursement of the Government’s preferential loans for processors to buy ‘tra’ and ‘basa’ catfish stockpile from farmers. At the same time, the province must speed up the construction of Government-funded projects and continue with measures to curb inflation, he said.

Bac Lieu: birds die on massive scale, sanctuary closed

An official of the sanctuary said some days they see nearly 30 birds die in the sanctuary and the reason has not been determined yet. Most of the dead birds are cormorants.

Veterinarian workers have sprayed decontaminants in the sanctuary. Dead birds have been tested but tests are negative for the bird flu virus.

As the number of dead birds hasn’t decreased, the sanctuary has been closed. The sanctuary has also asked the Veterinary Agency to help them seek the reason for the bird deaths to protect rare birds that are flying to the sanctuary.

One of the rare bird species that has just appeared in the sanctuary is the grey-legged pelican. Bac Lieu Sanctuary is also home to three species of bird which are named in the Vietnam Red Book: Indian panted stork, red-bellied pitta, and reddish Halcyon coromanda.

The community of wild birds in this sanctuary has increased to 78 species, including 15 species of water birds totalling 38,000-40,000 heads.
